The Premier League said that these new rules are designed to make the league more competitive, unpredictable, and fun for everyone involved. It said that it expects these rules to increase the quality of football, the level of excitement, and the number of viewers.

“We believe that these new rules will revolutionize the Premier League and make it the best league in the world. We want to see more goals, more drama, more surprises, and more emotions. We want to see every team fight for every point, every game matter, and every fan enjoy. We want to see the Premier League become more fair and exciting than ever before,” said Richard Masters, the chief executive of the Premier League.
